Justin Olear – President
As President of Regal Builders, Justin Olear leads the company’s strategic vision, overseeing day-to-day operations, land development, and acquisition across both residential and commercial projects. With a commitment to innovation and community-focused design, he plays a pivotal role in advancing the company’s legacy of quality craftsmanship and thoughtful development.
Previously, Justin served as Vice President of Operations, where he directed the construction of Noble’s Pond, Regal Builders’ flagship 55+ lifestyle community in Dover, Delaware. His leadership contributed significantly to Noble’s Pond becoming a benchmark for active adult living and community planning.
Justin holds a B.S. in Architectural Studies & Construction and an M.S. in Construction Management from Philadelphia University. He is deeply engaged in industry leadership, serving as the immediate Past President and current Board Member of the Home Builders Association of Delaware (HBADE) and the National Association of Home Builders’ State Representative for Delaware.

Beth Haynes – Director of Marketing
As the Director of Marketing, Beth leads the development and implementation of strategic marketing efforts for all Regal Builders organizations and solutions.
Beth has more than 25 years of communication, marketing and sales experience within industries including 55+ Active Adult and Multifamily Real Estate, Commercial Construction, Land Development and Senior Living.
She presently serves as Chair and Trustee of the National Sales and Marketing Council for National Association of Home Builders (NAHB) as well as a Board Member of the Home Builders Association of Delaware (HBADE) and Chair of HBADE’s Sales and Marketing Council and is a Past Chair and Trustee of the NAHB 55+ Housing Council.
Steve Myers – Construction Finance Manager
As Construction Finance Manager, Steve leads construction oversight and systems to ensure a smooth homebuilding process. Steve wears many hats as a part of this oversight, including coordination with construction and subcontractors, architects and building material vendors. With more than 25 years in account and construction Steve brings a wealth of experience in creating a smooth process from start to finish for the Regal Builders team and homebuyers.
Willie Clark – Construction Superintendent
As Construction Superintendent, Willie is responsible for managing all aspects of the home building process for Regal Builders. Willie has built his career in residential construction, specializing in interior carpentry and painting, and has worked throughout the east coast on various projects. With more than 9 years in construction management, he works with all construction team members, subcontractors, and suppliers to ensure a seamless build process from start to finish.
Colleen Ostafy – Lifestyle Director
As our award-winning Lifestyle Director, Colleen is constantly coming up with new ideas to engage and entertain homeowners of Regal Builders communities. In addition to a dizzying array of events and outings, Colleen works side-by-side with homeowners to organize group trips, community service programs and more. Colleen not only enhances lives but, in some cases, changes them. Her passion and success have earned Colleen professional awards, including recognition from the National Home Builder’s Association. But what means the most is the gratitude of residents.
Karin Joerger – Controller
As Controller, Karin oversees all financial operations for Regal Builders and associated businesses. She is responsible for preparing all financial documents and reports as well as working with the team to help ensure that Regal is fiscally successful in all business streams. Karin brings close to 40 years of accounting experience to her role, serving in a variety of accounting positions previously. A native of Southern California, Karin holds a B.S. in Business Administration from Cal Poly, San Luis Obispo. Karin resides with her family in West Chester, PA.
Harry Miller – Founder & President Emeritus
Harry Miller III, founder of Regal Builders, is a third-generation builder with a passion for the craft and creativity of home construction.
After 30 years of traditional home and commercial construction, he shifted focus to the development of lifestyle driven communities designed for 55+ active living.
The first community, Noble’s Pond, with more than 800 homes and a 35,000sf Clubhouse and lifestyle amenities was created as a destination community where homeowners in the prime of their lives could enjoy a vibrant, maintenance-free lifestyle and experience a strong sense of belonging.
Mr. Miller is a member of the Delaware and Pennsylvania Homebuilders Associations, 2020 Chairman of the NAHB 55+ Council of Trustees and past Treasurer for the PA Suburban Contractors.
